Owen, City Director of Law, rendered an opinion to the effect that nearly all the street franchises held by the Columbus street railway companies were illegally obtained and are therefore valueless.  A marked fall in the value of the companies' stock in the last two weeks foreshadowed the opinion of Judge Owen holds that the franchises should have been advertised for sale.
