COLUMBUS, O., Dec. 15 - Selwyn N. Owen, City Director of
Law, rendered an opinion to the effect that nearly all the street
franchises held by the Columbus street railway companies were
illegally obtained and are therefore valueless. A marked fall
in the value of the companies' stock in the last two weeks
foreshadowed the opinion of Judge Owen holds that the
franchises should have been advertised for sale.

At yesterday's session of the Ohio Bar
association at Put-in-Bay the annual address was delivered by
William H. Howe of New Orleans. His subject was "The
Development of Law and Jurisprudence in Spain and her colonies."
The meeting was afterwards addressed by Selwyn N. Owen, on
"Court Room Oratory."

Selwyn N. Owen, Dead.
PORTLAND, ORE, Sept. 27 - Selwyn N. Owen, for ten years
chief justice of the Ohio supreme court, is dead here today at the
age of 77 years. He came to Portland two years ago.
